বিএডিসি শ্রমিকদের স্থায়ী করার সরকারের সিদ্ধান্ত, ফেডারেশনের দীর্ঘ সংগ্রামের একটি বড় অর্জন।

গত ২৯ ডিসেম্বর, ২০২২ বাংলাদেশ কৃষি ফার্ম শ্রমিক ফেডারেশন ১৩ দফা দাবি কৃষিমন্ত্রীর কাছে পেশ করে। দাবিগুলোর মধ্যে  রয়েছে অনিয়মিত শ্রমিকদের স্থায়ী করা, মজুরি বৃদ্ধি, গ্রাচুইটি সুবিধা বৃদ্ধি করা ইত্যাদি। দৈনন্দিন ভোগ্য পণ্যের বর্তমান উচ্চ মূল্য এবং মুদ্রাস্ফীতির কারণে বিদ্যমান মজুরি খুবই কম। এই স্বল্প মজুরিতে শ্রমিকদের তাদের পরিবার পরিচালনা করা এবং তাদের মৌলিক চাহিদা মেটানো খুবই কঠিন। স্থায়ী চাকরি, ন্যায্য মজুরি বৃদ্ধির পাশাপাশি নারী শ্রমিকদের জন্য মাতৃত্বকালীন ছুটি ১২০ থেকে ১৮০ দিন বৃদ্ধি করা দাবিও পেশ করা হয়।

দাবির বিষয়ে মন্ত্রীর সাথে সাক্ষাতকালে কৃষিমন্ত্রী প্রতিশ্রæতি দেন যে তিনি ফেডারেশনের সাথে আলোচনা করে দাবিগুলি সমাধান করবেন। তবে আলোচনায় কোনো অগ্রগতি না হওয়ায় ফেডারেশন আন্দোলন কর্মসূচি দিতে বাধ্য হয়। সারা দেশজুড়ে ফেডারেশনের সদস্যরা গত ২১ জুলাই থেকে ২৮ জুলাই পর্যন্ত বিভিন্ন আন্দোলন কর্মসূচী পালন করে।

যখন দেশব্যাপী আন্দোলন প্রতিবাদ চলছিল, ২৬ জুলাই, ২০২৩ তারিখে কৃষি মন্ত্রী ফেডারেশনের নেতৃবৃন্দকে কর্মসূচী প্রত্যাহার করার জন্য অনুরোধ করেন এবং ১৩ দফা দাবি নিয়ে আলোচনার জন্য উদ্যোগ নেওয়ার আশ্বাস দেন।

গত ৬ আগস্ট কৃষি সচিবের সঙ্গে ফেডারেশনের নেতৃবৃন্দের মিটিং হয় এবং ১৩ দফা দাবির সমাধানের জন্য একটি কমিটি গঠন করে।

অবশেষে, ১৯ সেপ্টেম্বর, ২০২৩ তারিখে কৃষি মন্ত্রণালয় বাংলাদেশ কৃষি ফার্ম শ্রমিক ফেডারেশনের দাবির বিষয়ে তিনটি অফিসিয়াল আদেশ জারি করে। যার একটি আদেশে বিএডিসি ফার্মে কর্মরত অনিয়মিত শ্রমিকদের স্থায়ী করার জন্য বিএডিসি কর্তৃপক্ষকে নির্দেশ প্রদান করা হয়েছে যা ফেডারেশনের প্রথম অগ্রাধিকার ছিল।

২০০১ সাল পর্যন্ত বিএডিসিতে স্থায়ী শ্রমিক ছিল। ২০০১ সালে, বিএডিসি কর্তৃপক্ষ ১৬০৪ স্থায়ী শ্রমিককে তাদের চাকরি থেকে স্বেচ্ছায় অবসর নিতে বাধ্য করে এবং তারা সমস্ত স্থায়ী পদ বাতিল করে। বর্তমানে বিএডিসির সকল শ্রমিক দৈনিক ভিত্তিতে কাজ করে। ফেডারেশন বিএডিসি সহ রাষ্ট্রীয় মালিকানাধীন খামারগুলিতে কৃষি শ্রমিকদের স্থায়ী নিয়োগের জন্য সংগ্রাম করছে। বিএডিসি কর্মীদের স্থায়ী করার সরকারের সিদ্ধান্ত, এটা ফেডারেশনের দীর্ঘ সংগ্রামের একটি বড় অর্জন। উল্লেখ্য যে মজুরি বৃদ্ধি, কোটা এবং অন্যান্য বিষয় নিয়ে আলোচনা চলছে।

 

State-owned farm workers’ struggle compelled the government to make permanent of precarious workers working at BADC.

BAFLF members who work at public agriculture research institutes and farms as agricultural workers are vital for ensuring food security in Bangladesh. But they are struggle to survive due to low wage, precarious employment and lack of social protection.

On December 29, 2022 BAFLF submitted their demands to the agriculture minister. The demands include making permanent of precarious workers, wages increase, improving gratuity benefits. Existing wages are very low given the current high price of daily commodities and inflation; it is very difficult for workers to manage their families and meet their basic needs with this low wages. In addition to permanent jobs, end to piece rate wage systems and fair wage increase, the BAFLF is also demanding that paid maternity leave be increased from 120 to 180 days, giving farm workers the same maternity rights as farm management.

During the meeting with the minister, Agriculture minister provided commitment that he will resolve the demands by discussing with BAFLF. However, after no progress on negotiations, the Federation decided to go on strike sit -ins programme. BAFLF members across Bangladesh started strike and sit-ins from last July 21 to demand an end to precarious employment as well as abolition of piece rate wage systems and fair wage increase.

When BAFLF members country wide collective protest was going on, on July 26, the agriculture minister requested BAFLF to withdraw their strike and sit -ins providing assurance that agriculture ministry would have a meeting with BAFLF to negotiate their demands.

BAFLF leaderships had a meeting with the agriculture secretary on August 6. After the meeting Government formed a committee to study the matter and provide recommendations.

Finally, on 19 September Agriculture ministry issued three official orders in regards to BAFLF demands. In which one order provide instruction to BADC authority to make permanent of precarious workers working at BADC Farms that was BAFLF first priority. All workers working at Bangladesh Agricultural Development Corporation (BADC) and majority of agricultural workers in other state-owned institutes and farms are employed as precarious workers. The BADC play a crucial role in providing quality seeds to farmers, which requires a permanent, trained workers, yet 100% of workers are precarious.

Till the year 2001 all workers in BADC were permanent. In 2001, BADC authorities forced all 1604 permanent workers to take voluntary retirement from their jobs and they abolished all permanent posts. At present all workers in BADC work on daily basis. BAFLF has been fighting for permanent employment of agriculture workers at state owned farms including BADC. Government’s decision to make BADC workers permanent, it a big achievement of BAFLF long struggle. Note that negotiation is on in regards to wage increase, piece rate and other issues.

 2-years of Hashem Food Factory 54 workers killing, including 19 children,

The relatives of the injured workers, the IUF Food and Beverage Workers Council-Bangladesh and Bangladesh Agricultural Farm Workers Federation have paid tribute to the dead workers in the tragic fire at Hashem Foods factory in Rupganj, Narayanganj happened on 8 July, 2021. On this occasion, a commemoration meeting was held at the National Press Club at 3 pm flowing a protest rally from Paltan More to the National Press Club today. Fazlur Rahman, father of dead child worker Hasnain, Md Kabir Hossain, father of dead worker Md Rakib Hossain, and Hafez Fakrul Islam, father of dead worker Md Shamim, spoke at the meeting. The families of the dead workers said that even though it has been 2 years since Hashem Foods factory workers killing, the factory owner has not been punished. They complained that proper compensation was not ensured the families of the injured and killed workers. On behalf of the victim families, they demanded that the owner of Hashem foods Factory, who failed to provide a safe working environment for the workers, should be severely punished for killing and injuring the workers by setting them on fire.

Bangladesh Agricultural Farm Labour Federation [BAFLF] celebrate International Workers’ Day-2023 demanding to stop abolishing workers' right to strike, permanent job for agricultural farm workers including living wages.

On 17 April 2023, in memory of the massacre of 19 Brazilian landless peasants Bangladesh Agricultural Farm Labour Federation [BAFLF] and Jatiyo Kisani Shramik Samity [JKSS] observed International Day of Peasant’s Struggle on April 17th.

Speakers at the rally said, peasants, agriculture workers and small-scale farmers make up a significant portion of the global population and play a crucial role in feeding the world. Yet, they often face significant obstacles, such as landlessness, poverty, and exploitation. They work tirelessly to produce the food that sustains us all, yet their work often goes unrecognized and undervalued.

let us remember the importance of supporting the rights of peasants and small-scale farmers. Let us advocate for their access to land, water, and other natural resources, and for fair prices for their products. Let us support their efforts to build sustainable and just food systems that prioritize the well-being of people and the planet.
